<p align="left" class="text"><strong>How can I conserve energy around my home?</strong></p>
<p align="left" class="text">By winterizing your home, your energy bills can be reduced from 10 to 50 percent.</p>
<p align="left" class="text">Follow these tips to make your home more energy efficient: </p>
<div align="left">
<ul>
<li class="text">Prevent outside air from entering your home. Inspect your home and seal any cracks or openings around windows, doors, fireplaces, pipes, electrical outlets and bathroom, kitchen or clothes dryer vents. Weather stripping, caulk, or fiberglass insulation can be used for this purpose. </li>
<li class="text">If you own an older home, adding storm doors and windows can reduce heat loss by up to 50 percent. </li>
<li class="text">Purchase plastic window covering kits or interior storm window kits. Carefully follow instructions. </li>
<li class="text">Add insulation to your attic, as well as any walls and floors that are adjacent to an unheated space such as a garage. </li>
<li class="text">Have your furnace or heating unit serviced to ensure it is working safely and efficiently. Replace furnace filters regularly. </li>
<li class="text">Set your thermostat at 65&deg; and dress warmly. Use more blankets at night. </li>
<li class="text">Close draperies at night and on cloudy days and open them on sunny days. </li>
<li class="text">Replace incandescent bulbs with compact fluorescent bulbs. Fluorescent bulbs are more energy-efficient and last longer than traditional light bulbs. </li>
<li class="text">Lower the thermostat on your hot water heater to 115&deg; F. </li>
<li class="text">Turn off electric appliances when not in use.</li>

<p class="text">1.	Getting the most out of your heating system: Making sure you home is comfortable and that you only use the heating system when you&rsquo;re home can save you a lot of money. By keeping your home at 65 degrees F and installing a programmable thermostat that controls when your system runs, you could save up to $480 per year.</p>
<p class="text">2.	By lowering the thermostat on your hot water heater to no less than 115 degrees F, wrapping the tank in an insulated blanket, and using less water by installing low-flow fixtures, you could save up to $90 per year.</p>
<p class="text">3.	Making sure warm air flows freely through your home&rsquo;s vents and filters can add up the savings. By closing vents in unused rooms, making sure vents are clean and unobstructed by furniture, and by cleaning and regularly replacing the filters in your dryer and furnace, respectively, you could cut almost $170 off your energy bill a year.</p>

<p class="text"><span class="subtitles">Furnaces:</span><br />
           Your furnace should be checked regularly by a professional. The flame should burn a bright, steady blue and should never come outside of the furnace. If you hear or smell natural gas leaking from your furnace lines, evacuate the house immediately and use a phone outside the house to call 911.</p>
<p class="text"><span class="subtitles">Fireplaces:</span><br />
           Fireplace chimneys regularly build up creosote that can ignite. Chimneys need to be cleaned out frequently and inspected for cracks and obstructions. Never burn trash, paper, or green wood in your fireplace because these are difficult to control and cause heavy creosote buildup. And use a fireplace screen that is both big enough to cover the entire opening of the fireplace to catch flying sparks and heavy enough to stop rolling logs.</p>
<p class="text"><span class="subtitles">Wood Stoves:</span><br />
           Inspect and clean your stovepipe and chimney on a regular basis and check monthly for damage or obstructions. Be sure to keep combustible objects away from the stove. Be sure to check with your local fire department and check local codes before having your stove installed.</p>
<p class="text"><span class="subtitles">Space Heaters:</span><br />
           Only use heaters with the Underwriters Laboratories (UL) safety listing. Read and follow all instructions in the owner&#8217;s manual. The heater should be placed on the floor, away from combustible materials, and out of high-traffic areas. Never put anything on top of your space heater. Never leave the heater unattended or with unsupervised children. Electric heaters should be unplugged if you go to bed or leave the house. Kerosene heaters should be turned off if you go to bed or leave the house. And use only crystal clear K-1 kerosene in your kerosene heater &#8211; never gasoline or camp stove fuel.</p>
<p class="text"><span class="subtitles">Carbon Monoxide:</span><br />
           Along with fire, another potential danger of home heating is carbon monoxide poisoning. If you have any appliances or equipment that burn fuel such as propane or natural gas, fuel oil, kerosene, wood, coal, pellets, etc., you should install a carbon monoxide detector.</p>
<p class="text"><span class="subtitles">Smoke Detectors:</span><br />
           Smoke detectors save lives. Install a smoke alarm outside each sleeping area and on each additional level of your home. Use the test button to check each smoke alarm once a month. Keep new batteries on hand. When necessary, replace batteries immediately. Replace all batteries at least once a year.</p>
<p class="text"><span class="subtitles">Fire Extinguishers:</span><br />
           Consider having one or more working fire extinguishers in your home. Look at the fire extinguisher to ensure it is properly charged. Use the gauge or test button to check proper pressure. If the unit is low on pressure, damaged, or corroded, have it professionally serviced. Only adults should handle and use extinguishers.</p>
<p class="text"><span class="subtitles">Electrical Outlets:</span><br />
           Don&#8217;t overload your outlets. Use surge protectors if multiple outlets are needed and do not insert more than two plugs into one outlet. Never force a three-pronged plug into a two-pronged outlet or extension cord. </p>

<p class="text" align="left"><strong>What special help is available for older Pennsylvanians?</strong></p>
<p>Older adults are served by the <a href="/get_help/local-help.html" target="_blank">state&#8217;s 52 Area Agencies on Aging</a>, which are overseen by the Pennsylvania Department of Aging. Area Agency on Aging staff can help older adults complete and submit applications for the Low Income Home Energy Assistance (LIHEAP) program. They also assist older people with information and referral to the $1 Energy Fund and the many other utility-sponsored or private assistance programs that exist on a regional basis. The services offered by Area Agencies on Aging may vary from region to region. Many Area Agencies do offer some direct winter weather-related assistance, such as providing emergency shelter to older adults who are without heat.</p>
<p class="text" align="left"><strong>How can I help others in my community cope with the energy crisis?</strong></p>
<p class="text" align="left">Pennsylvanians can always be counted on to assist one another during times of crisis.</p>
<p class="text" align="left">Here are a few suggested ways in which you can help others in your community:</p>

<li class="text">&#8220;Adopt&#8221; an older neighbor or relative, checking on them regularly to make sure they have heat and are in good health.</li>
<li class="text">Donate to the $1 Energy Fund or other utility-sponsored hardship funds.</li>
<li class="text">Donate to church or community groups that assist at-risk and low-income families during times of financial crisis.</li>
<li class="text">Support or organize local blanket and coat drives.</li>

<p>This winter, record prices are expected for natural gas and home heating fuel. That’s why Pennsylvania wants to help you prepare, so you can save energy, money and stay warm this winter. Whether it’s assistance paying home heating bills or tips on weatherizing your home, there are resources and funds that can help you stay warm this winter.</p>
<p class="text" align="left"><strong>Low-income Rate Assistance</strong></p>
<p>Pennsylvania’s major gas and electric utilities are required to provide Customer Assistance Programs (CAPs), which generally provide a percentage of bill plan or a percentage of income payment plan, wherein low-income customers’ utility payments are based upon their incomes and/or utility bills. Some programs include utility arrearage forgiveness; others provide flat rate discounts or bill credits. Under electric and gas restructuring legislation all electric and gas utilities are required to offer universal service programs, to include CAPs, and to continue pre-restructuring low-income programs.</p>
<p class="text" align="left"><strong>Low-Income Energy Efficiency</strong></p>
<p>LIURP includes an education component that addresses energy savings, regular bill payment behavior and provides application assistance.</p>
<p class="text"><strong>Office of Financial Education</strong></p>
<p>There are lots of resources out there to help you improve your bottom line. But you have to choose carefully. Some disreputable advisors and counselors may charge you high fees or steer you toward products you don’t need. And “get-rich-quick” scams can leave you with less than you started with.</p>
<p class="text"><strong>Pennsylvania Housing Finance Agency </strong></p>
<p>PHFA’s Renovate &amp; Repair program is designed to help homeowners with low to moderate income rehabilitate and/or improve their homes. Not only does the R&amp;R loan provide an attractive interest rate, but it also provides the homeowner with help determining the repairs and/or improvements to be done. In this regard, the program provides much more than a loan–it provides peace of mind in knowing that the right home repairs are done and were completed in a timely manner with quality workmanship.  The program can be used to finance energy efficiency improvements, the repair or replacement of a heating or cooling system, roof repair or replacement, new windows and much more.</p>
